Dr. Joel E. Segel is an associate professor of Health Policy and Administration at the Pennsylvania State University as well as Director of the Penn State Consortium on Substance Use and Addiction and Co-Lead of the Penn State Cancer Institute’s Cancer Control program. He is a health economist and health services researcher whose work focuses on high-cost high-need populations with two main research focuses—one on patients with cancer and one on patients with behavioral health needs including opioid use disorder. Dr. Segel leads Department of Defense funded work on drivers of variation in cancer prevention and care within the Military Health System. He also co-leads an evaluation of the Idaho Medicaid 1115 Behavioral Health Waiver and has projects funded by the National Cancer Institute, Centers for Medicare and Medicaid Services, Patient-Centered Outcomes Research Institute, the National Science Foundation, and the Commonwealth of Pennsylvania. In addition, he has worked with a number of private sector health care entities. |
